REFLECTIONS ON HOSPITAL REFORMS IN THE EU

The Memorandum on “Reflections on hospital reforms in the EU”, issued in June 2016 by the European Commission’s Expert Panel, looks at some the challenges that EU hospitals are currently facing and suggests actions to overcome them and effectively investing in healthcare.

Hospitals are an important platform for providing health care services. – the Memorandum says – At the same time, expenditure in hospital care consumes a significant share of health care resources. European Union countries are developing hospital reforms aimed to imporve efficiency and reinforce sustainability”.

Among the main issues, how to improve the access to health services and how to reform health policies in order to “achieve the envisioned objectives”. Another critical topic is the public-private partnership, to consider “whether or not healthcare services should be commissioned from private providers within the EU”, a model which has been used in Uk, Portugal, Spain, but has little evidence to be supported with.
